Rancho Cordova passes $940K subsidy for ambitious arena development

Rancho Cordova’s city council approved $940,000 in development fee waivers for an indoor soccer arena project Monday evening.

The project is an ambitious proposal to build a $175 million indoor soccer arena in less than two years, in time to host games in late 2027. Major Arena Soccer League, an indoor circuit with two teams in Southern California, awarded the Sacramento region one men’s team and one women’s team in September.

Joshua Wood and Charanjeet Kaur Tiwana-Purewal founded KozPure Development, which will serve as the “Downtown Dova” project’s developer, and Alpha One Sports and Entertainment Group, the property owner, in 2024 and 2023, respectively. The development would be KozPure’s first major project.

They pitched the arena as part of a larger, eventual development that may cost around $1 billion, and would include retail, restaurants, 640 units of housing, parking, a card room, and two hotels with at least 800 rooms altogether.

City officials have so far backed the project in hopes that it will deliver Rancho Cordova the makings of a downtown, and bring entertainment options that residents have long called for.

“Our citizens, residents and businesses have been begging for something like this project for years and years,” Diann Rogers, CEO of the Rancho Cordova Area Chamber of Commerce, told the council.

During the meeting Monday evening, two residents called for stronger oversight of the project, raising concerns about the city’s obligations, should the development stall. Rogers and one of the project’s investors spoke in favor of the subsidies.

Mark Daya, founder of Sac Platinum Realty in Rancho Cordova, who has a minority stake in the soccer teams, told the council: “I’m already talking about it when I’m at open houses… This is gold.”

Before voting in favor of the agreement, Councilmember David Sander noted that a previous developer sought a $17 million contribution from the city, for a project with a bowling alley and theaters. He said he viewed the Downtown Dova project’s fee waivers as minor in comparison.

“This will be an enormous contribution to our city, if it works,” Sander said. “And we exist here to take a few risks — for a big benefit, if it works.”
